Dear Mr.Waterlow,
I enclose copies of correspondence relating to the question of the British registration of ships owned by British Subjects of Chinese origin, on which you will remember there was some discussion Sir G.Grindle at the recent piracy conference here. thought that it would be well for all the official representatives at the meeting with the Guilds on Thursday to have copies of this correspondence. I am fraid that this seems rather
liks sending coals to Newcastle, but copies of this correspondence are being made for the representatives of the other Departments and I thought it would
be more convenient to send you a set personally.
